4- Priority areas:
a. Business activities related to information technology
- Business processing outsourcing, offshore development center, data center, software production, design, application development, system integration….
- Research and development (high-tech, clean room, innovation center….)
- Training center and man power supply (IT, language, soft-skill, technical skill…)
- Public utility services (restaurant, entertainment, accommodation, kindergarten, healthcare, shopping and security)

b. Workforce training
- Encouraging to set up training centers with international standard certificates
- Workforce recruitment and provision for local and oversea software industry
- Cooperation in training foreign languages for software engineers

c. Promotion activities
- Cooperation in organizing training courses, forums, new product and solution introduction, exhibition, seminars and technology transfer in the ICT industry.
- Seeking relationships, local and oversea projects to support Viet Nam’s software business development

5- Incentive Policies:

Corporate income tax
- Investors enjoy the corporate income tax of 10% during the project’s life. They are entitled to exemtion of corporate income tax for four years from the date taxable income is made and a 50% reduction in the nine following years.

Income tax for high-income earners
- Vietnamese nationals and overseas Vietnamese who are working for investment projects at QTSC are given personal income tax exemption and reduction as applied to foreigners earning the same income.
Import-export duties
- Exemption from import duties is given to materials, which are imported to facilitate production of software programs upon condition that the materials have yet to be locally manufactured.
- The materials are also exempted from value-added tax.
- Software products are free from export duties.

Land use incentives
- The one-price policy is applicable for both local and foreign investors who lease land in QTSC for investment projects. 
- During the land lease term, investors can use land-use right certificates and assets related to land as collaterals to access bank loans at Vietnam’s credit organizations. 

Current situation
- Workforce: 3,852 people (set to increase to 5,000 in late 2005 and 20,000 by 2010)
- Land rent: US$0.4 per square meter a year 
- No compensation for site clearance
