DECREE PROMULGATING
REGULATIONS ON INDUSTRIAL ZONES, EXPORT PROCESSING ZONES
AND HIGH-TECH ZONES
The Government
Pursuant to
the law on the organization of the government dated 30
September 1992;
Pursuant to the law on promotion of domestic investment
dated 22 June 1994;
Pursuant to the law on foreign investment in Vietnam dated
12 November 1996;
With a view to expanding and increasing the operational
efficiency of establishment, construction, development,
and management of industrial zones, export processing
zones and high-tech zones;
Following the proposals of the minister of the planning
and investment, the minister of science, Technology and
Environment, the Minister of Industry and Head of the
Industrial Zones Management Committee of Vietnam;
To issue in
conjunction with this Decree the Regulations on Industrial
zones, Export Processing Zones and High-tech Zones to
replace the Regulations on Export Processing Zones issued
in conjunction with Decree 322-HDBT dated 18 October 1991
of the council of ministers (now the Government) and the
regulations on industrial zones issued in conjunction
with decree 192-CP dated 28 December 1994 of the Government.
>> Article 2
This Decree
shall be of full force and effect after fifteen day (15)
day from the date of its signing. All previous regulations
which are inconsistent with this Decree are hereby repealed.
Ministers,
heads of ministerial equivalent bodies, heads of relevant
Government bodies, and the Head of the Industrial Zones
Management committee of Vietnam shall be responsible for
providing detailed guidance on the implementation of the
Regulations issued in conjunction with this Decree.
Ministers, heads of ministerial
equivalent bodies, heads of Government bodies, the
Heads of the Industrial Zones Management Committee
of Vietnam, and chairmen of peoples committees of
provinces and cities under central authority shall
be responsible for the implementation of this Decree.
