HCMC -Planning Issues and Visions in the 21st Century

>> Creation of a "Multiple Centres Urban Structure":

  • To rehabilitate existing urban area (14 districts) and expand inner districts
    (8 districts).
  • To create new urban centre in the suburban areas of HCM to develop "counter-weighted urban are: outside HCMC

 

>> Development of sufficient transportation system:

  • To develop a appropriate public transportation system within the inner city and connecting the inner and suburban areas by railway, bus, and various traffic modes with the proper traffic management system.
  • To develop roads connecting the inner city area and multiple centres and other provinces efficiently.

>> Strengthening the economic function:

  • To enhance efficiency and productivity of the prioritised industries (food and beverage, consumer goods, mechanical engineering, accurate mechanical, electronics, garment and textile industry, and ship building industries).
  • To strengthen commercial and financial function to support HCM’s industries.
  • To invest "spear-head" industries (electronics and informatics, information technology, biological, new materials, accurate mechanical industries).

  • To develop to appropriate infrastructure to address environmental pollution.
  • To relocate the industrial facilities to the planned industrial areas.
  • To create an ecological urban centre; to rehabilitate canal and drainage system.

  • To provide socio-economic infrastructure (e.g. schools, hospitals, culture and sport facilities).
  • To supply enough number of affordable housing with proper infrastructure.

Visions: Renaissance HCMC

(Short and Mid Term Vision)

The densely populated urban area is suffering serious urban environmental degradation, in particular alongside the canal areas. In short and mid term vision, the environmental management and improvement of the inner city area is urgent issue for the HCMC. At the same time, HCMC should make effort to promote labour intensive industries to provide job opportunities for the poor.

(Long term Vision)

In long term vision, HCMC has to promote high-tech oriented industries, such as electronics, information and biological technology, to lead the country’s economy in the 21st century. And the multiple centres urban structure should be materialised to accommodate the country’s largest population and economy.

Social-economic framework:

GDP: the GDP per capita of HCMC; US$ 1,600 in 2000; US$ 4,500in 2020

Population: (2020): [unit: 1,000 people]

1. Inner city area: 5,800-6,400

Existing inner area: (14 districts): 3,600-4,000
Expanded inner area (8disrticts): 2,200-2,400

2. Suburban area (5 districts): 3,000-4,000

Total: 9,000-10,000

"Counter-weighted urban area" which will be developed outside HCMC: 3,050,000 people
